New Zealand Diploma in Building Surveying Qualification

In response to Regulation 18 of the New Zealand Building (Accreditation of Building Consent Authorities) Regulations 2006, which mandates that Building Consent Authorities (BCAs) ensure technical staff possess appropriate qualifications, a national initiative was launched to uplift capability within New Zealand’s building control system.


Recognising the need for a standardised, industry-relevant qualification for Building Control Officers, a strategic governance group was established in partnership with the Building Officials Institute of New Zealand (BOINZ). The goal was clear: to develop a nationally recognised qualification that would meet regulatory requirements while being practical and accessible to professionals already working within councils.


The outcome was the creation of the New Zealand Diploma in Building Surveying Progeamme— the first of its kind. Designed with a unique in-employment delivery model, the programme allowed Building Control Officers to gain formal qualifications while continuing to work full time.


This innovative qualification was rolled out across 63 councils and local authorities nationwide in New Zealand, supporting compliance with Regulation 18 and contributing to a more competent, consistent, and future-ready building control workforce.
